Irvington Community Elementary School

Irvington Community Elementary School (ICS) is a charter school sponsored by Ball State University. It is located about 2.3 miles Southeast of Emerson Heights, a block South of Washington Street and Kitley at 6705 East Julian Ave, Indianapolis.

They are an elementary (K-8) school that seeks academic excellence through a challenging and rich curriculum including art, music and spanish. The Irvington Community High School will be accepting 9th grade students starting in fall of 2006.

ICS is on a year-round schedule with extended school days. It is a public school; there is no tuition and it is open to all students.

NESCO Funding Update

Emerson Heights is part of the Near East Side Community Organization (NESCO), a coalition of more than a dozen active neighborhood associations who work collectively to address issues and challenges on Indianapolis’s east side. Since 1970 NESCO has provided a unified voice for the neighborhoods through its community policing, zoning, code compliance, and liquor license review committees. It has also brought neighbors together at special events such as the annual Feast of Lanterns celebration, its Happy Haunted Halloween party, and its popular pub crawls.

For much of its history NESCO has received significant funding from the city of Indianapolis, but in recent years that support has dwindled. In the most recent budget the city is offering $7,500 to help NESCO pay for the salary of a full-time coordinator for six months. NESCO must apply for the money and must match it with its own funds. NESCO is actively seeking revenue to pay for its portion and welcomes donations of any amount. Revitalization Committee

The Revitalization Committee is currently working on an inventory of housing, as well as assembling statistics and demographics on the neighborhood. The goal will be to have as complete a picture as possible of the community. The next project will be to identify strengths, weaknesses, opportunities and threats to the neighborhood. With this foundation of knowledge, it should be possible to make good decisions about where to focus revitalization efforts. Rebecca Seifert is the Chair.

The Affordable, Livable Alternative to Downtown Indianapolis for One-Hundred Years!

Recently listed on the National Register of Historic Places, the Emerson Heights neighborhood is a streetcar suburb nestled among the mature trees and historic surroundings of the Indianapolis east side. Emerson Heights is a friendly community where neighbors still greet each other on the sidewalk and visit with friends on the front porch.


Our community enjoys convenient commutes to all points around town, including a 7-minute commute to downtown and IUPUI. Shopping is convenient with Linwood Square offering grocery, pharmacy, banking and other retail outlets. Coffee shops, eateries and the library are just down the street in Irvington. The Emerson Theater is home of one of the best alternative music scenes while downtown restaurants, cultural events and museums are just minutes away.


For the weekend athlete, Ellenberger Park, and the Pleasant Run Trail offer recreational opportunities and the Monon trailhead is a short bike trip up 10th street. Additional bike lanes and trail connections, such as the Pennsy trail, are in the works.

Our neighborhood is near many of the largest employers on the eastside. We are within walking distance of Community Hospital East and a short drive to Raytheon and Clarian facilities. Our surprisingly affordable homes make us a perfect choice for academic, city, state and non-profit employees who want to live in the community they serve.

Emerson Heights is served by a variety of good schools with a proven track record of academic performance. Parents can choose from a menu of schools that offer innovative teaching styles, extended school days, enhanced art and music programs, focused curriculum and an emphasis on leadership and values—just to name a few of the possible options. Several of these schools are located very near the neighborhood within walking distance.

We are supported by the active Emerson Heights Community Organization (EHCO). Monthly neighborhood meetings encourage all residents of Emerson Heights to participate in discussing EHCO issues and initiatives.


The neighborhood features tree lined esplanades with one and two story homes, most with full basements, in the bungalow style. Parking is available both off-street and in alley-access garages. Many of the homes still feature the original architectural detail from the Arts and Crafts era including real oak hardwood floors, stained interior woodwork, built-ins, brick fireplaces and large front porches. With all that the neighborhood has to offer, the homes are still surprisingly affordable. When considering your next residence, remember the near-to-downtown, affordable alternative of Emerson Heights.

General Information

Emerson Heights Community Organization is the neighborhood organization for the Emerson Heights neighborhood on the eastside of Indianapolis. The boundaries are from 10th street on the north to Michigan Street on the south, and from Linwood Ave on the west to Emerson Ave on the east. Emerson Heights is a NESCO community.

Our monthly meetings are on the third Thursday of each month, at 6:30 pm in the basement of Wallace Street Presbyterian Church at 10th Street and Wallace. All residents are welcome and encouraged to attend. The meeting is for homeowners and renters alike. If you have questions about the meeting please e-mail us at info@emersonheights.org

Talkin’ Trash

Here are the most important things to know about trash pickup:


  • Weekly trash pickup is on Monday morning

  • The dumpster must be close enough to the alley or street for the mechanical arm to reach it. Dumpsters that are not accessible will not be emptied.

  • All trash bags must be inside the dumpster. Do not put any trash outside the dumpster. If you have extra trash, put it in a neighboring dumpster Sunday evening.

  • Take your dumpster in, off of the sidewalk or out of the alley, Monday after it has been emptied.

  • Put your trash inside closed trash bags to keep the trash from blowing when the dumpster is emptied

  • Heavy trash pickup is on the fourth Monday of each month for E side of Bosart, Carlyle Pl, Wallace, Dequincy, Riley, Bancroft and Emerson.

  • Heavy trash for W. side of Bosart, Drexel, and Linwood is the second Thursday of the Month.

  • You may place up to two heavy trash items out per month.

  • You must call 327-4622 to have refrigerators or air conditioners hauled away.

  • Do not use Heavy Trash for "move outs"

  • Do not put heavy trash out early - put it out the day before
